Mr. Scully has vast administrative experience in working successfully with private sector interests, not-for-profit organizations, community leaders and public officials on all levels of government to advance important policy initiatives.

Mr. Scully joined Hayduk Engineering after serving for four decades in executive level positions in state and local governments on Long Island, focusing primarily on environmental issues.  His 12-year tenure as the Long Island Regional Director for the New York State Department of Environmental Conservation, where he served under four Governors, is the longest in history. From 2015 through 2023, he served as Deputy County Executive in Suffolk County, where he was responsible for supervising wastewater infrastructure projects, including the largest expansion of sewer infrastructure in the region in more than 50 years, and was dubbed the County’s “Water Quality Czar”. Prior to serving as DEC Regional Director, Scully served as Deputy Supervisor of the Town of Brookhaven, where he established the Town’s recycling program,  and as President of the Islip Resource Recovery Agency and Commissioner of Environmental Control, where he was responsible for the successful capping and closure of the Blydenburgh Landfill, a National Priority List Superfund site. In 1994, he was nominated by the Majority Leader of the New York State Senate and appointed by then Governor Mario Cuomo to the New York State Solid Waste Management Board, created under the New York State Solid Waste Management Act of 1988 to advise the Governor and State Legislature on solid waste issues.
