NCDPW Merrick Road Over Milburn Creek Rehabilitation, Freeport, NY

The Merrick Road Bridge was the lowest rated bridge in Nassau County. In 2018, Nassau County secured a grant through the Bridge NY Program for the rehabilitation of Merrick Road over Milburn Creek. The project included the repairing of cracking and spalling throughout the structure, roadway excavation, pavement resurfacing, and replacement of sidewalks.

Hayduk Engineering was responsible for preparing Work Zone Traffic Control Plans and Staging Plans implemented during this multi-phase construction project.

NYSBA Walkway Over The Hudson Steel Repairs

The Walkway over the Hudson is a steel cantilever bridge spanning the Hudson River between Poughkeepsie on the east bank, and Highland on the west bank. Built as a double track railroad bridge, it was originally completed on January 1, 1889, and formed part of the Maybrook Railroad Line. It was taken out of service on May 8, 1974, after it was damaged by fire. It was listed on the National Register of Historic Places in 1979 and it was reopened on October 3, 2009 as a pedestrian walkway as part of the new Walkway Over the Hudson State Historic Park.

Hayduk Engineering provided constructability reviews during various stages of design development, QA/QC review of final design documents, and provided construction submittal reviews for this New York State Bridge Authority project to repair the structural steel in areas previously identified and prioritized in a 2012 report by others.

LIRR Replacement of 3 Bridges

Long Island Rail Road (LIRR) is planning to replace three (3) bridges under this contract, including the Wreck Lead Bridge, Cherry Valley Road Bridge, and Webster Avenue Bridge.

The Wreck Lead Bridge is a single-track bascule bridge that was built in 1988. The bridge connects LIRR service from Island Park to the City of Long Beach on the Long Beach Branch. The Wreck Lead Bridge is planned to be rehabilitated as part of this project.

The Webster Avenue Bridge was built in 1897 in Manhasset and serves the single track Port Washington Branch. The purpose for the replacement of this bridge is to enhance safety and reduce maintenance.

The Cherry Valley Road Bridge was built in 1871 in the Village of Garden City and serves the Hempstead Branch. This bridge replacement project is necessary to raise the bridge structure to avoid truck strikes that cause delays on the Hempstead Branch. There were 10 bridge strikes to this bridge in 2015 and 10 in 2016. The Cherry Valley Road Bridge will be raised to accommodate a vertical clearance of 14 feet to allow trucks to pass safely beneath it.

Hayduk Engineering provided preliminary engineering services for the Webster Avenue Bridge and the Cherry Valley Road Bridge locations. Hayduk Engineering’s role on the project included performing a wet study of the bridges, preparation of erosion and sediment control plans, preparation of maintenance and protection of traffic plans including detours for the duration of construction, and the preparation of a detailed drainage evaluation study and design of preliminary drainage improvements at the Webster Avenue.

Construction is planned to commence in mid-2020.

Village of Old Field Road and Drainage Improvements Project

Hayduk Engineering was the engineering consultant for this $2.5 million roadway infrastructure project to improve 4.1 miles of Village owned roads in the Village of Old Field, NY, including Quaker Path, Old Field Road, Mount Grey Road, Blueberry Ridge, and Conscience Bow. Hayduk Engineering provided services from project conception to closeout, including existing pavement/roadway evaluation, engineering design of proposed road and storm drainage improvements, bidding phase services, and full-time construction inspection/administration services.

The construction included full depth reconstruction of pavement in designated areas, key milling and overlay of the entire length of all Village owned roads, roadside erosion stabilization, installation of new traffic calming devices and signage, pavement striping, removal of unsuitable sub-base material, installation of thirty-seven (37) new storm drainage structures, and a new parking area for Village Hall at the Old Field Point Lighthouse.

LIRR Third Track Project

The Long Island Railroad (LIRR) Expansion Project (a.k.a., the “Third Track Project”) is rapidly advancing towards its scheduled completion in 2022. The long discussed LIRR Expansion Project came to fruition in December 2017 with the award of the design-build contract to 3rd Track Constructors (3TC), a consortium of contractors, subcontractors, engineers, architects, and related tradesmen and professionals. The project includes the addition of a third track, approximately 10 miles of additional railroad track, between the Hicksville and Floral Park LIRR Stations. The project will eliminate eight (8) at-grade crossings and will provide additional parking garages, retaining walls, sound walls, and improvements to rail bridges. Design for the project technically began during the request for proposals (RFP) stage of procurement and is ongoing to date by 3rd Track Constructors. Pre-construction activities began in early 2018 and major construction activities began in late 2018. Overall, the LIRR Expansion Project is anticipated to reduce trail congestion, provide true bi-directional service during peak hours, and enhance safety.

Hayduk Engineering is working as a subconsultant to Stantec, the lead engineer for 3TC. Our responsibilities include the engineering design of the security fence along the entire 10 mile long corridor, engineering design of ten (10) HiRail vehicle access points, the design of a vision screen at the Village of Floral Park Recreation Center, and civil engineering design support.

A HiRail is a vehicle that is capable of operating both on railroad tracks and on conventional roadways. HiRail vehicles are typically equipped with both conventional rubber tires and flanged steel wheels for operating on the tracks. Engineering design of the ten (10) HiRail access points was restricted by existing grades, available access from adjacent roads to the tracks, and maintenance of roadway and rail traffic. Turning movements were generated using AutoCAD Vehicle Tracking for the HiRail vehicles which provided the requirements for designing the alignment of the access point roads and the width of the security gates. The HiRails require access without fouling more than one set of tracks at a time.

The proposed HiRail access point security gates were designed using three functional modes; swing gates, sliding/rolling gates, and vertical lift gates. The access gate openings are as wide as 70’ in some locations with 2 leafs each at 35’ long, cantilevered outward from the gate posts. These conditions required detailed, case-specific foundation designs. The gate leafs are constructed of stretched metal with diamond cut openings.

The Floral Park Vision Screen is intended to provide privacy to the Village of Floral Park Recreation Center visitors, specifically for the pool and slide area. The screen is constructed of 8’ high 48’ long metal louvered panels.

NYSDOT Van Wyck Expressway Capacity Improvements

The Van Wyck Expressway (I-678) is a vital corridor which provides access to and from John F. Kennedy (JFK) International Airport in Queens, NY. JFK is the busiest international air passenger gateway into North America, the 21st-busiest airport in the world, the sixth-busiest airport in the United States, and the busiest airport in the New York airport system, having handled just over 61 million passengers according to the most recent data.  The Van Wyck Expressway also serves as the major route for commercial truck traffic to access  the airport, with trucks accounting for eight percent of the morning peak volume and five percent of the evening peak volume on I-678.

New York State Department of Transportation is implementing a $1.22 billion design/build project to widen the Van Wyck Expressway. The purpose of the project is to provide increased vehicular capacity on the VWE between the Kew Gardens Interchange and JFK Airport to improve vehicular access to and from the airport. In addition, the project will address operational, geometric, and structural deficiencies on the VWE between the Kew Gardens Interchange and JFK Airport.

The VWE corridor that will be affected by this project is approximately 4 miles in length and impacts not only the main line but also the northbound and southbound service roads. A major component of this project is the development of  an additional fourth lane that will function as a Managed Use Lane (MUL). The MUL will accommodate commercial and high occupancy vehicles.

The project is complicated by the limited available right-of-way and the presence of the AirTrain located in the center median for most of the project corridor which transports commuters from the LIRR Jamaica Station to JFK Airport. Much of the VWE in this section is also depressed with tall retaining walls on either side supporting the service roads and buildings above.

There are twenty-two (22) bridges along this corridor that will be impacted by the MUL and other infrastructure improvements, . One of these structures is a major railroad bridge west of the Long Island Railroad (LIRR) Jamaica Station which carries trains into Manhattan. Each of the impacted structures will either be modified, rehabilitated, or replaced to facilitate the project. An additional bridge will also be constructed.

Hayduk Engineering, LLC worked as a subconsultant to WSP, who was responsible for completing the Draft and Final Environmental Impact Statements for the project (DEIS/FEIS). The DEIS and FEIS deliverables incorporated preliminary design plans prepared to 30% complete.

Our scope of services on this assignment included the development of a feasibility study to evaluate alternatives to build either a flyover bridge or tunnel at the LIRR Jamaica Station structure for the proposed Managed Use Lanes. In addition, we performed preliminary engineering for the design of all southbound service road improvements, stormwater modeling of existing and proposed conditions  using HydroCAD, engineering design of additional drainage structures on the VWE mainline, engineering design for the replacement of all overhead sign structures along the VWE mainline and cost estimating services. The FEIS was completed in August 2019 and the design-build contract procurement began in August 2019 with a contract award anticipated for early 2020.

The Moorings Road Reconstruction Project

Hayduk Engineering was the engineering consultant for the $1 million project to completely reconstruct 2 miles of roads for the Moorings Homeowner’s Association in East Islip, NY. Hayduk Engineering provided existing pavement/ roadway evaluation, design of road reconstruction and improvements, bidding phase services, and full-time construction inspection/administration services.

The project included full depth recycle-in-place of all existing pavements and subbase, injection of asphalt emulsion and creation of a new 4” thick base course, and 2” overlay of Type 6 asphalt. The project also included installation of new traffic calming devices and signage throughout the community.

Highpoint at Douglaston Retaining Walls and Parking Lot

This 60-unit apartment complex in Douglaston was constructed in the early 1980’s at the bottom of a steep slope neighboring a NYC owned golf course. The slopes were stabilized using a maze like series of timber retaining walls comprised of untreated lumber. Hayduk Engineering was brought in on this project in 2005 to analyze the existing condition of the deteriorated timber retaining walls and side slopes. Hayduk Engineering provided an existing conditions report and design plans and specifications for the replacement of the existing deteriorated timber retaining walls with 1,900 LF of new precast concrete segmental retaining wall units, ranging in height from 3’-18’.

Hayduk Engineering provided full time construction management services for this $2+ million construction project. Construction was completed in 2016.

NYSDOT Region 11 Pavement Preservation

Hayduk Engineering is providing construction inspection services for several projects throughout the five boroughs.

The pavement preservation work includes:

Asphalt Highways:

  • Bruckner Expressway double course overlay small section includes pavement repairs
  • Henry Hudson Parkway single course only asphalt fair
  • Van Wyck Expressway single course only asphalt
  • Staten Island Expressway single course only very good condition preventive treatment based on pavement management system for interstate highways
  • West Shore Expressway South Bound- single course only, North Bound double course as indicated on the plans and single course as indicated on the plans

Concrete Highways:

  • LIE main line in very good condition, few partial and few partial depth repair. LIE collector distributor system fair to slightly bad, significant amount of full depth repair. The ramps are not included in this project.
  • Nassau Expressway Eastbound good/fair not that many full depth repairs. Full depth repairs were done in XM14.49 in 2016 Nassau Expressway West bound short section. the ramps are in good shape where no major amount of work is required. Asphalt section on the East bound are to be milled and repaved with single course overlay.
  • GCP connector ramps- The ramps are in very bad condition. Pavement committee decided to use asphalt repairs as a temporary fix. The connector ramps are to be reconstructed under the Kew Gardens interchange project.

Our services include construction inspection, on-site field testing of materials, field measurement and collection of data necessary to submit monthly and final estimates and progress reports in accordance with the Manual of Uniform Record Keeping, and preparation of record plans showing all changes from the contract plans.

LIRR Enhanced Stations Initiative

In an effort to bring safer, cleaner and easier to navigate stations, Long Island Railroad (LIRR) developed and implemented the Enhanced Stations Initiative (ESI) Program. The program was implemented in two (2) phases. The first phase included eight (8) locations; Brentwood, Deer Park, Syosset, Merrick, Bellmore, Farmingdale, Stony Brook, and East Hampton. The second phase included six (6) additional stations; Great Neck, Bayside, Northport, Valley Stream, Ronkonkoma, and Baldwin. The work in the ESI program included: Platform Replacement/Renewal, Station Building Repairs, Surrounding Station Building Rehabilitation and Amenities Installation including USB charging stations, Wi-Fi, CCTV cameras, bike racks, high efficiency lighting, wayfinding signage and totems, and MTA Arts & Design permanent artwork.

Hayduk Engineering provided full time construction inspection services for the renovations at the East Hampton and Stony Brook station locations as part of the Phase 1 program. Work at these stations included station building rehabilitations, platform repairs, handrail replacement, shelter shed replacement, and station plaza rehabilitation.

As part of the Phase 2 program, Hayduk Engineering provided engineering design and quality control management services which included engineering design of structural improvements at the Northport station, design of a standard foundation detail for the new informational kiosks, and Quality Assurance/Quality Control services for the work at six (6) additional station locations.

Major work on the project concluded in late 2019 and the program has won several national awards.
